Woman jailed for overdue library books
June 10, 1999

CLEARWATER, Florida (AP) -- A woman who borrowed seven library books to read to her
2-year-old son was handcuffed and arrested when they became more than a year overdue.
Sabrina Davis, 22, admitted she failed to return the Clearwater Library books on time, but
said she couldn't afford the late fees. She was arrested Monday.
For each of the missing seven titles, Davis was charged with a count of failing to show up in
court to account for the overdue books. She faced an $82 fine for each book plus $791 in bail.
The charges were dropped Tuesday when her boyfriend returned the books. Davis was
released after spending a night in jail and promising to pay $220 in court costs by December 6.
"It was an experience for me," she said. "I've never been arrested. I've never been handcuffed.
I've never been behind bars."
Officials said they usually resort to arrests after a patron fails to heed eight written or telephone
notices over about 18 months. Davis was ordered to come to court in May 1998.
Most people return the materials once they receive a notice to appear in court, to avoid
substantial fines, Assistant City Attorney Rob Surette said.
Since January, the cases of 87 patrons have been referred to the court system, library director
Arlita Hallam said.
